Prepare rice according to package directions.
Heat oil in a large heavy saucepan over medium heat. Add chicken and cook 5 minutes. Add garlic and onion and sauté 2 minutes. Stir in chili powder, and corn. Sprinkle flour over mixture and stir well. Add milk, broth and chilies. Increase heat to high and bring mixture to a boil, stirring constantly for 1 minute. Reduce heat, stir in prepared rice mix. Cook and stir 2 more minutes, or until slightly thickened. Serve topped with cilantro.
