In a medium saucepan, combine rice, chicken broth, chilies, sesame oil, fish sauce, ginger root, and turmeric. Bring to a gentle boil. Cover. Reduce heat to simmer for 15 minutes. Fold in lime juice, peanuts, green onions and cilantro. Serve immediately.
